What landlords need to know – Key changes coming in 2026/ 2027 We’ve got you covered! Legislation is changing but you don’t have to navigate it alone. Please find below a summary of key updates coming into effect during 2026–2027: Awaab’s Law (Damp and Mould Regulations) New regulations approved by the Scottish Parliament will come into force on 6 October 2026. These changes introduce strict timescales for landlords to respond to damp and mould issues that pose a risk to tenants: Investigate reports within 10 working days Provide a written summary within 3 working days of completing the investigation Begin any required repair work within 5 working days If these timescales cannot be met, landlords must provide written reasons and an expected timeframe for resolution. Where damp or mould is not caused by a building defect, landlords are expected to work with tenants and provide appropriate guidance and support. If the Repairing Standard is not met, tenants may apply to the First-tier Tribunal (Housing and Property Chamber). The Tribunal can issue a Repairing Standard Enforcement Order (RSEO), and failure to comply may result in a Rent Relief Order, reducing rent by up to 90%. At Cairn, we will ensure all reported cases are escalated promptly and managed in line with these new requirements. Energy Performance Certificates (EPCs) The Scottish Government had proposed changes to EPCs, including a revised format and reducing validity from 10 years to 5 years, initially due from 31 October 2026. However, as of 10 April 2026, these changes have been withdrawn. The current EPC system will remain in place. We will continue to monitor this and provide updates if the position changes. Pets and Personalisation Upcoming changes will give tenants more rights to: Request permission to keep pets Personalise or decorate the property Landlords will only be able to refuse such requests where there is a valid and reasonable justification. Further guidance is expected on acceptable grounds for refusal. Rent Control Measures From 1 April 2026, local authorities must assess rental conditions in their area at least every five years, with the first reports due by 31 May 2027. These assessments will inform whether rent control areas are introduced. Scottish Ministers may designate such areas where this is considered necessary to protect tenants. Key points if a rent control area is introduced: Rent increases capped at CPI + 1% (maximum 6%) Applies during and between tenancies Rent can only be increased once every 12 months Applies to private residential tenancies Tenants can challenge unlawful increases via a rent officer or the First-tier Tribunal. The Housing (Scotland) Act 2025 also allows for financial penalties or compensation where landlords breach rent caps. Exemptions apply where the property is: New to the rental market Newly purchased with vacant possession Not rented in the previous 12 months Landlords will now be required to declare current rent levels when renewing registration, supporting data collection for these measures. Renters’ Rights Act 2025 – Anti-Discrimination Rules From 1 May 2026, new rules prohibit discrimination in the private rented sector against individuals who: Have children Receive benefits These protections apply to both prospective and existing tenants. Landlords and agents must not: Refuse enquiries or viewings Apply restrictive criteria Treat applicants unfairly based on these factors Any mortgage or insurance terms that conflict with these rules will no longer be enforceable once updated or renewed. What is your proudest business achievement/moment? My proudest achievement isn’t a single transaction, it’s earning the appreciation of clients and tenants. When someone takes the time to say thank you, it tells me I’ve built trust and delivered real value. What is the best piece of business advice you have been given? Surround yourself with driven team players, people who are motivated, collaborative, and committed to shared success. Give us an interesting fact about yourself? I live and breathe Country Music! I’m going to America in April for one of the biggest Country Festivals. I studied Fashion Textile Design at University. What advice would you give your 18-year-old self?  Travel as much of the world as possible while you have no responsibilities! Who are your heroes inside or outside of business? Dr Strange (I’m a Marvel fanatic). What qualities do you most admire in others? Discipline, confidence, humour and determination.  How do you unwind out of work?  Walking my dog either down the beach or at a Country Park, watching any Taylor Sheridan series (even +10 times over), out with friends trying tapas/wine bars around Edinburgh.  Favourite book and film? ‘You Do You’ by Sarah Knight. I read x2 of her books during Lockdown and I would say out of the 3 this one was my favourite and has stuck with me. I’m a sucker for a psychological thriller, so my favourite film must be Shutter Island! Where is your favourite place in Scotland?  I’ve not done much travel in Scotland however, I recently visited Taymouth Marina with some friends to celebrate my 30th birthday and fell in love with the scenery!

Each day is unique, bringing different challenges and responsibilities. What’s the best thing about working at Cairn? One of the best aspects of working for Cairn is the team’s support, warmth, and friendliness. What is your proudest business achievement/moment? My proudest business achievements must be successfully obtaining both my ARLA and Letwell qualifications. What is the best piece of business advice you have been given? A former manager advised me to prioritise building relationships with my clients rather than just focusing on the figures. Give us an interesting fact about yourself? I am a published author, and I aspire to publish more of my work in the future. What advice would you give your 18-year-old self? Don’t be afraid to start over. Life will present many challenges, but you are more resilient than you realise. You don’t need to have everything figured out in your teens or early twenties, be gentle with yourself. It will all work out in the end! Who are your heroes inside or outside of business? My husband, he has experienced significant loss in his life, yet he continues to face each day with optimism and a smile. He truly is one of a kind! What qualities do you most admire in others? The qualities I admire in others are honesty, empathy, humility, and dependability. We live in a competitive world, and these traits can be hard to find in people. So, when you do encounter them, it’s a wonderful thing. How do you unwind out of work? I enjoy reading, writing, watching TV and films, cooking, listening to music, travelling, attending gigs, and walking my cockapoo, Ollie, in the park. Favourite book and film? I am a huge fan of Anne Rice, and “The Vampire Chronicles” is my favourite book series, though it’s tough to choose just one book as my favourite. In terms of films, my top choice is “Interview with the Vampire,” but I also want to give a special mention to “The Lord of the Rings” trilogy and any old classic horror film. Where is your favourite place in Scotland? I’m originally from Ireland, but I have come to call Scotland my home over the last few years. I have been fortunate to travel extensively throughout the country. One of my favourite places is Kirkwall in Orkney, as well as Orkney as a whole. There are so many incredible sights to see, such as Skara Brae and the Standing Stones of Stenness.
